You need evidence, at least a witness seeing him breaking in and out of your home or holding the zip bag. Or his finger prints inside you home or the zip bag. (you failed to explain if you let him get inside the house) As for the $100 bill you need to prove it's yours (finger print or having recorded the serial numbers). He could have just been spending his own money. No warrant can be issued based on speculating, even if he has a criminal record. I know it sucks to have something takeng from you but to hunt people blindly can get you into a lot of troubles for nothing. Let the police do their job. NO you can’t.
